Infrastructure Blueprint (ISTS GEC-II)

The Ladakh Green Energy Corridor's second phase is a 713 km Inter-State Transmission System cutting through the Himalayas, engineered to move power generated at altitude to demand centers on the plains.

The system is anchored by two 5 GW HVDC terminals, located at Pang in Ladakh and Kaithal in Haryana, and integrated with a 12 GWh Battery Energy Storage System designed to hold transmission-capacity utilization at 76%.

Energy Security & Defense

The corridor provides the first high-capacity link to the Leh-Alusteng-Srinagar line, giving strategic border outposts and civil centers in Jammu & Kashmir a materially more reliable power supply.

In doing so, it transitions Ladakh from a power-deficit region into a net exporter of sustainable energy — a shift with defense as well as economic significance.

Socio-Economic Prosperity

The ₹60,000 crore Pang Solar Park is estimated to generate direct and indirect employment for thousands across the Changthang region. With Changthang now a separate district as of March 2026, the project has become the primary revenue stream for local infrastructure — the Ladakh Autonomous Hill Development Council (LAHDC) will receive 5 paise per unit as land-lease revenue.

The corridor is directly integrated with the Vibrant Villages Programme, bringing high-speed connectivity and power stability to some of India's most remote border settlements.

The "Grazing-First" Engineering Model

To protect the livelihoods of Pashmina herders, the Changpas, panels across the corridor are installed with 1.2m ground clearance, allowing traditional grazing to continue undisturbed beneath them.

A 500 kWp pilot plant at Pang has already demonstrated zero measurable impact on pasture growth, while advanced robotic dry-cleaning systems are being integrated to avoid depleting the region's fragile glacial water table for panel maintenance.

The Macro-Impact: 2026–2030 Outlook

At full operationalization, GEC-II contributes 2.6% toward India's 2030 target of 500 GW of non-fossil-fuel capacity. Ladakh's roughly 320 clear days a year, at solar radiation of 2,022 kWh/m² annually, make it one of the most efficient solar sites in the country.

The project is projected to offset 26 million tonnes of CO2 annually once fully operational — a meaningful contribution to India's broader decarbonization trajectory.
