Shared evidence, working questions, measurable priorities

  • Publish the shared evidence base — the Global Agenda, Intelligence Desk record, and tracker data — that the Forum will work from.
  • Define the working questions each of the six Global Agenda areas needs to resolve that year.
  • Establish measurable priorities and identify the institutions and capabilities required to act on them.

During

Organized around systems and outcomes

  • Sessions are organized around the six Global Agenda systems, not around individual speakers or sponsors.
  • Decisions, disagreements, and commitments made during the Forum are recorded, not summarized after the fact.

After

Commitments tracked, not archived

  • Commitments made at the Forum are published where appropriate.
  • Progress against milestones is connected to HEF's public indicators and reported throughout the year — not just at the next Forum.
